SPEECH BY DG, NBC AT THE ANNUAL BROADCAST MONITORING TRAINING IN ILORINB

SPEECH BY DIRECTOR GENERAL NATIONAL BROADCASTING COMMISSION, IS'HAQ MODIBBO KAWU, AT THE OPENING OF THE ANNUAL BROADCAST MONITORING TRAINING , ILORIN, KWARA STATE, JUNE 20TH, 2017

 

PROTOCOL 

It is my pleasure to welcome all members of staff from the Directorate of Broadcast Monitoring, who have travelled from various destinations to Ilorin, Kwara state. We met in the same venue last year, at the beginning of my tenure as Director General of the NBC. One year down the line, I think I understand the Commission better, and I appreciate even more the work that members of your Directorate do on a round the clock, all-year round basis, to monitor the broadcast airwaves of our country. You're in fact the heroes of the work of our Commission in a very significant sense, because your work is not only to keep the Broadcast organizations on the straight and narrow, you play a very important role in defending the sovereignty of our dear country. These are not usual times in Nigeria. There are forces determined to torpedo the good order of our country; these range from secessionist groups, who use broadcasting to spread their vile and subversive agendas; to those who lost out in the 2015 elections, but who are also intensifying various forms of Hate Speech to deepen mistrust amongst various communities within Nigeria. They want to subvert the government in power, but in the long run, they are also working against the long term survival of the Federal Republic of Nigeria. That is why our work of Broadcast Monitoring has taken added importance today.

 

I realized from the moment I was appointed Director General, that we have a huge tsk on hand to revolutionize the work of Broadcast Monitoring. I have visited nine of our ten zonal offices around the country. And everywhere, I have seen the difficulties you encounter trying to do your work. Frankly, we are in the Stone Age, apropos of our monitoring equipment. But I made a pledge here last year, and I am reiterating it here today, that we would CHANGE the technology of Monitoring. We would procure, install and commission  modern digital technologies of Broadcast Monitoring for the National Broadcasting Commission. Already, we have seen various equipment from various manufacturers. We have also commenced discussions that we hope would help us reach a decision. Be hopeful that things would change for the better in respect of Broadcast Monitoring very soon!

 

Similarly, we are going to hold workshops all around the country on the DSO. This is to deepen knowledge for all our members of staff about the process. We would similarly install DTH boxes in all offices around Nigeria so that you can begin to see the programs that we are already giving people in locations where the DSO has been effected. And I am sure you know, that we are working to switch on six states very soon. These are Kwara, Kaduna, Osun, Delta, Gombe and Enugu.

 

We are also committed to the welfare of members of staff. The first allowance I paid when I resumed last year, was the Overtime Allowance. That was in June 2016. We were able to pay same, for 2017, this same month. But to whom much is given, I expect reciprocity. Please let's work with dedication and a sense of honour not only to build our Commission, but to defend as well as build our country. Despite what its detractors might say, our country gives us a lot. And it is a country with tremendous opportunity for change and development. Let us use our own work in Brodacst Monitoring to effect positive change for broadcasting and for our dear country, Nigeria. It is my pleasure to declare your gathering for 2017 open.
